Rules and Bylaws of the
University of Minnesota, Crookston
Faculty Assembly
Article I. Meetings
The Faculty Assembly will meet at least once per semester at
a time designated by Faculty Consultative Committee. The meeting
date shall be at a time convenient for the majority of the members.
The time and place may change at the wishes of the Faculty Consultative
Committee. Special meetings may be called as needed by the Chairperson
or any three members of the Faculty Consultative Committee.
Article II. Amendments
The Faculty Assembly may amend the Bylaws by a two-thirds vote
of the members present. All amendments to the Rules and Bylaws
shall be distributed to the voting members at least two weeks
prior to the date for voting on the adoption or change of the
Rules and Bylaws.
Article III. Quorum
A quorum for the Faculty Assembly and standing committees shall
be 40 percent of the voting members.
Article IV. Standing Committees
Minutes of all faculty assembly standing committees are to be
submitted 10 days after each meeting to the Chairperson of the
Faculty Assembly. All proposals and recommendations from standing
committees require Faculty Assembly action and shall be submitted
to the Faculty Consultative Committee for review. A final report
of the committees' actions for the academic year shall be submitted
to the Chairperson of the Faculty Assembly by June 1.
Faculty membership on all faculty assembly standing committees,
with the exception of the Curriculum Committee, shall be for a
three-year term, with approximately one-third of the elected membership
replaced each year. Voting faculty members of all standing committees
shall be members of the Faculty Assembly and elected by the Faculty
Assembly. Consultant/advisory members of Faculty Assembly who
are required by virtue of their respective titles to serve on
standing committees shall attend meetings, participate in debate,
and make motions, but are not counted in determining the quorum
and do not have the right to vote or serve as committee chair.
Student membership on standing committees shall be for a one-year
term.
In the event that a Faculty Assembly committee member cannot
attend a scheduled committee meeting, it is their responsibility
to send a proxy in their place from their department. The proxy
must also be a member of Faculty Assembly.
1. Academic Standards and Policies Committee
A. Membership
- Voting membership shall include one faculty member from
each academic unit, and two student members.
- Consultant/advisory members shall include, the Vice Chancellor
for Academic Affairs, and the Registrar,
B. Method of Selection
- Faculty members shall be elected by their respective academic
units, and student members shall be selected by Student Forum
action.
C. Duties

To establish procedures relating to students maintaining
satisfactory academic progress and to recommend policies
on academic standards for the Faculty Assembly

To consult with and advise the administrators it determines
appropriate on all matters of educational policy and to
recommend to the Faculty Assembly such policies on educational
issues as it deems appropriate and necessary

To receive reports on the quality and effectiveness of
undergraduate education, and to foster improvement of instruction
-
To review student evaluation and grade notification policies
and procedures and to recommend to Faculty Assembly any
changes.
2. College Promotion and Tenure Review Committee
- Membership
- Membership shall consist of two tenured faculty representatives
from each academic unit holding the rank of Associate Professor
or Professor.
- Method of Selection
- Members shall be elected by academic unit promotion and
tenure committees.
- Definition of "Academic Unit"
- An academic unit on the University of Minnesota , Crookston
campus shall be defined as the unit responsible for making
academic personnel recommendations.
- Duties
-
To review tenure and promotion recommendations that has
been forwarded to the Vice Chancellor for Academic Affairs.
Membership and duties are defined in the current All-University
Regulations Concerning Faculty Tenure and its amendments
and "Procedures for Reviewing the Performance of Probationary
Faculty" issued from the University's Senior Vice President
for Academic Affairs Office.

To make recommendations regarding tenure and promotion
procedures on campus.
3. Curriculum Committee

Membership
- Voting membership shall include the Academic Unit Heads,
one faculty member from each academic unit, the Vice Chancellor
of Academic Affairs, and one student from each academic
unit.
- Consultant/advisory members shall include .the Registrar,
and the Vice Chancellor for Finance and Operations.
- Method of Selection
- Faculty members shall be elected by their respective academic
units for a two-year term and student members shall be selected
by Student Forum action.
- Duties
- To examine and review the curriculum and its programs continuously
for possibilities for improvement.
- To review curriculum proposals submitted by the academic
units and to submit these to the Faculty Assembly for action.
- To study problems relating to instruction and to make recommendations
to the Faculty Assembly.
- To review curriculum proposals as they are being developed
by the Office of Academic Affairs.
- New programs or academic units shall be routed through
this Committee and the Faculty Assembly before final approval
is sought from Central Administration.
Liberal Education Sub-Committee of Curriculum Committee
- Membership
Membership shall include five voting faculty members of Curriculum
Committee and two students from the Curriculum Committee.
- Method of selection
- Members shall be elected by the Curriculum Committee for
a two year term with beginning terms staggered.
- No academic unit shall have more than one member on this
sub- committee.
- Duties
- To establish and regularly review the criteria for courses
which
will be considered for designation for the Liberal Education
Curriculum
- To formulate the procedures for
a. proposing the courses to be added to, and
b. deleting courses from the Liberal Education Curriculum
- To review and approve or disapprove all proposals for courses
designated for the Liberal Education Curriculum
4. Elections, Constitution and Bylaws Committee
A. Membership
- Voting Membership shall include one elected representative
from each academic unit
- Consultant/advisory member shall include the Parliamentarian.
B. Method of Selection
- Faculty members shall be elected by their respective academic
units.
C. Duties
- To nominate and administer the elections of faculty voting
members for vacancies in Faculty Assembly Committees outside
academic unit elections.
- The Committee shall prepare a list of all members of the
Faculty Assembly and present it for approval to the Faculty
Consultative Committee by the end of the second week of fall
and spring semesters.
- By the end of the fourth week of fall semester, the Elections,
Constitution and Bylaws Committee shall submit to the voting
membership of the Faculty Assembly a list of at least one
voting member for each faculty vacancy to be filled in the
Faculty Assembly. No member shall be placed on the ballot
without that member's consent..
- The Elections, Constitution and Bylaws Committee shall handle
the details of the election so that each member eligible to
vote has a convenient opportunity to vote and so that no voter
can cast more than one vote. Elections will be completed by
October 15.
- When a faculty vacancy occurs at some time other than the
expiration of a term of office, the Elections, Constitution
and Bylaws Committee shall act to fill the vacancy following
the procedures outlined above one week prior to the Faculty
Assembly meeting immediately following the vacancy in consultation
with academic units
- 6. Election to any position or vacancy that occurs shall
be done by plurality vote.
- To examine and review the Constitution and Bylaws for possibilities
of change and improvement.
- Maintain and update changes in the Constitution and Bylaws
and distribute updates to faculty..
- To act upon all proposals for changes in the Constitution
and Bylaws and submit them to the Faculty Assembly for action.
- To insure that copies of the Constitution and Bylaws are
available to all members of the Faculty Assembly
5. Faculty Awards Committee
- Membership
- Voting membership shall include the following:
- Horace T. Morse-University of Minnesota Alumni
Undergraduate Education Award recipients,
- John Tate Award for Excellence in Undergraduate Advising
recipients
- UMC Distinguished Teaching Award recipients for the
previous 3 years
- one faculty member from each academic unit
- President of the Alumni Association
- President of the Crookston Student Association.
- Method of Selection
- Faculty members shall be elected by their respective academic
units.
- Duties
- To promote nominations for faculty recognition awards at
both the campus and the all University level (e.g. Morse Award,
Tate Award, Distinguished Teaching Award)
- To evaluate, select and promote candidates for any awards
that require or recommend such a process.
- To select the recipient of the Distinguished Teaching Award.
- To recommend additional awards or recognitions.
6. Faculty Development Committee
- Membership
- Voting membership shall include one elected representative
from each academic unit.
- Consultant/advisory member shall include the Vice Chancellor
for Academic Affairs
- Method of Selection
- Faculty members shall be elected by their respective academic
units.
- Duties
- To develop and communicate criteria for distributing available
funding from the Academic Affairs office for the professional
enhancement and development of the faculty at UMC.
- To establish the processes for distributing available funding.
- To solicit applications for funding individual faculty member's
enhancement activities and select those activities that will
be funded.
- To advocate on and off campus faculty development activities
that supports the mission of UMC.
- To file and distribute an annual report on the distribution
of funds for each fiscal year to the Faculty Assembly membership
at the first Faculty Assembly fall meeting.
7. Assessment Committee
A. Membership
- Voting membership shall include one elected representative
from each academic unit.
- Consultant/Advisory member shall include the Vice Chancellor
for Academic Affairs.
B. Method of Selection
- Faculty members shall be elected by their respective academic
units.
C. Duties
- To review and advise the office of the VCAA on UMC's Assessment
Plan.
- To work towards continuous process improvement in implementing
UMC's Assessment Plan.
- To encourage regular review of course and program learner
outcomes.
- To evaluate and advise on technical solutions to assessment
issues.
- To promote professional development opportunities related
to assessment.
