University of Minnesota, Crookston
Campus Assembly
The Preamble
The University
of Minnesota, Crookston, is dedicated to education, search for knowledge,
academic excellence and service to the profession and to the people of the
state. It is the purpose of this constitution to foster and promote
active, open communication
among the faculty, students, academic and civil service and collective
bargaining staff, and the administration of the college. Toward this end,
the constitution provides a democratic framework in which are defined the
roles of the faculty, students, academic and Civil Service and Collective
Bargaining staff and administration in initiating recommendations,
formulating decisions, and communicating the basis for decisions to those
affected.
This constitution is not part of the
employment contract between the University and its employees.
It does not establish terms and conditions of employment.

Article
I. General Powers
All
matters relating to the educational and administrative affairs of the
college are committed to the Chancellor, the campus assembly, and the
college faculty, as delegated by the Board of Regents and in accord with the
constitution of the University Senate, and consistent with actions of these
bodies heretofore or hereafter taken.
The
powers and responsibilities of the Campus Assembly shall be consistent
with the Constitution and Bylaws of the University Senate and will
generally include the following:
A. To
establish policies, procedures and regulations governing the educational
aspects of the college program, including the following areas of concern:
honors, library, athletics, student activities, awards, and student
behavior.
B. To establish standing and ad hoc committees and to review their
actions.
C. To receive and discuss reports from the Chancellor and other
administrative officers of College or to request such reports on matters affecting the
College.
D. To discuss and act upon any measure or question appropriate to the
governing body of the College.

Article II.
Chancellor or Chief Administrative Officer
The Chancellor shall have administrative
authority over the affairs of the college. The Chancellor shall provide leadership in
formulating policies, introducing and testing educational ideas and proposals, and
supporting efforts toward continued improvement of the college's programs. The Chancellor
shall be responsible for the development and periodical review of college programs. The
Chancellor shall be responsible for the interpretation of the college's programs to the
University and community.
The Chancellor or the Chancellor's designee shall serve as the primary medium of
communication for official business of the college with other University authorities.
Where action of the Board of Regents is requested or required, the Chancellor shall make
recommendations concerning appointments, promotion, tenure, and salary increases as
outlined in the Criteria and Evaluation Procedures for Hiring, Salary, Review,
Promotion and Tenure for the University of Minnesota, Crookston, Faculty and Non-Academic
and Non-Student Positions of the University of Minnesota, Crookston.
The Chancellor is responsible for the preparation of the annual budget of the college

Article
III. Campus
Assembly Membership
Section
1. Faculty
The Campus Assembly
shall be composed of the following voting members: (a) tenured
faculty, (b) tenure track
faculty, (c) faculty and other professional staff who work at least 50%
time in credit teaching and 66% time in teaching, research and service
as defined in the all University promotion and tenure documents, (d) one
faculty member from the Northwest Research and Outreach Center and (e)
members on leave.
Section
2. Academic Professional and
Administrative (PA) Staff
Full-time academic professional and administrative (PA) staff shall
consist of professional personnel who are assigned to duties enhancing the
research, teaching, and outreach functions of the college and
administrative personnel who are involved in policy development or
execution or in directing, coordinating, or supervising activities in the
college.

3. Civil Service and
Collective Bargaining Staff
Civil service and collective bargaining employees are support staff
and scientific/technical staff hired through the University's Personnel
Department, and affiliated with units administratively within the college.
Full time Class A Civil Service and Collective Bargaining employees
holding the title of Director or Assistant Director shall have full voting
rights.
Civil service and collective bargaining voting membership in the
Campus Assembly shall be at the ratio of one for each 50 employees or
major fraction thereof employed July l preceding the date of the election.
These representatives are to be elected by all Civil Service and
Collective Bargaining employees on the University of Minnesota, Crookston
campus.
Section
4. Students
Students are those undergraduate students currently enrolled in the
University in good standing in the college.
Student voting membership in the Campus Assembly shall be at a
ratio of one for each 100 full year equivalent students enrolled during
the fall semester and one student for each Assembly committee on which
students serve. These
students shall be selected by Crookston Student Association (CSA)
action.
Section
5: Rights and Privileges
Members of these other constituencies are expected to participate
in the affairs of the college, including its governance machinery, its
committee structure, its grievance procedures, and the revision of the
college constitution. Representatives on college committees shall be
chosen according to procedures specified in the bylaws.

Article IV. Governance/Administrative Structure
Section 1:
Membership
The
voting membership of the Campus Assembly shall include the President of
the University of Minnesota, the Chancellor of the University of
Minnesota, Crookston; professors, associate professors, assistant
professors, and instructors of the College who are full-time employees;
Academic professionals of the college who are full-time employees;
full-time employees holding class A Civil Service and Collective
Bargaining appointments who hold the title of Assistant Director or
Director; the Northwest Experiment Station professional personnel will
elect one person to be their official voting member of the Campus
Assembly, with all other professional personnel listed as
nonvoting members. Civil service and collective bargaining voting
membership in the Campus Assembly shall be at the ratio of one for every
50 employees or major fraction thereof employed July 1 preceding the date
of the election.
These representatives are to be elected by all Civil Service and
Collective Bargaining employees on the University of Minnesota, Crookston
campus.
Student voting membership in the Campus Assembly shall be at a
ratio of one student for each 100 full-time students enrolled during the
fall semester and one student for each (Assembly) committee on which
students serve. These students shall be selected by Student Association
action.
An up-to-date list of voting members must be identified by the
Parliamentarian by the end of the second week of the fall term of each
academic year to establish a quorum and a roster.
Section 2.
Officers
The
officers of the Campus Assembly shall include the Chairperson who shall be
the Chancellor, a Vice Chairperson, a Secretary, and a Parliamentarian.
The faculty and the Academic Professional and Administrative, and
Civil Service and Collective Bargaining Staff (PA/CSCB) voting members of
the Assembly shall elect the Vice Chairperson.
This election shall be conducted by the Nominations and Elections
committee in the method described under committee duties. The
Parliamentarian and Secretary shall be appointed annually by the
Chairperson of the Campus Assembly.
A. Term of Office
Elected officers of the Campus Assembly shall
be elected for a one-year term; they may succeed themselves in office. The Vice
Chairperson, Parliamentarian, and Secretary shall have the same term of office as stated
above in Section 2.
Section
3. Executive Board
The
Executive Board shall be comprised of the Chairperson, Vice Chairperson,
Secretary, Parliamentarian, Student Association President, and two members
to be elected by the non-student members of the Campus Assembly.
The duties of the Executive Board shall be to coordinate the
meetings of the Campus Assembly, and to prepare an agenda, which shall be
distributed, to the membership at least one week prior to each meeting.
A. Term of Office
The two members to be elected by the Campus
Assembly shall be elected for two-year terms with one replaced each year. This election
shall be conducted by the Nominations and Elections committee in the method described
under committee duties.
Section
4. Creation of Committees
A. Administrative Standing
Committee
The Chancellor shall establish the
Administrative Standing Committees and shall appoint the committee members. The Committees
shall serve in an advisory capacity to the Chancellor.
B. Campus Assembly Standing
Committees
All standing committees, as established by the
Campus Assembly, shall be provided for in the Bylaws of the Assembly with membership,
method of selection, and duties described therein.
C. Special Committees
Special (ad hoc) committees may be created by
the Chancellor or jointly by the Chancellor and Executive Board upon recommendation of the
Campus Assembly. Special committees shall have specific powers, perform such duties, and
act for such times as are designed in the resolutions calling for their establishment.
D. Participation of
Nonacademic Staff in the Affairs of the College
There shall be nonacademic staff
representation on the administrative or special committees of the College which directly
affect the welfare of such staff as deemed appropriate by the Chancellor. Such
participation is to be regarded as a normal part of working at the College with released
time to permit such participation.

Article V. Amendments
Section l. Amendment
The
Constitution of the college may be amended by a two-thirds majority of
those present at a meeting of the Campus Assembly, such amendment to be
introduced by proposal from the Constitution and Bylaws Committee or by a
petition signed by members and presented to the Chancellor.
All amendments shall be reviewed by the Constitution and Bylaws
Committee, and shall be given in writing to all members of the assembly at
least 2 weeks before the Campus Assembly is called upon to act on them.
Section 2. Interpretation
Final authority to interpret this Constitution
shall reside in the Campus Assembly.
Section 3. Implementation
This constitution shall become effective
immediately after its adoption by the Campus Assembly. Adoption will require a majority
vote of the Campus Assembly. If a majority vote is not obtained, a mail ballot of the
Campus Assembly shall be conducted.

Rules and Bylaws of the
University of Minnesota, Crookston
Campus Assembly
I.
Article I. Meetings
The
Campus Assembly will meet a minimum of once per term at a time designated
by the Executive Board.
The meeting date shall be at a time convenient for the majority of
the members.
The time and place may change at the wishes of the Executive Board.
Special meetings may be called as needed by the Chairperson or any
three members of the Executive Board.
II. Article II. Amendments
The
Campus Assembly may amend the Bylaws by a two-thirds vote of the members
present.
All amendments to the Rules and Bylaws shall be distributed to the
voting members at least two weeks prior to the date for voting on the
adoption or change of the Rules and Bylaws.
III.
Article III. Quorum
A quorum for the Campus Assembly and standing
committee shall be 40 percent of the voting members.
IV.
Article IV. Senators
Senators and their alternates to the
All-University Senate shall be elected according to the Rules and Bylaws of the Senate
(see Nominations and Elections Committee).
V. Article V. Standing Committees
Minutes
of all Campus Assembly standing committees are to be submitted promptly to
the Chairperson of the Campus Assembly.
All proposals and recommendations from standing committees require
Campus Assembly action and shall be submitted to the Executive Board.
Academic
Professional and Administrative (PA), Civil Service and Collective
Bargaining Staff (CSCB) and faculty membership on all campus assembly
standing committees shall be for a three-year term, with approximately
one-third of the elected membership replaced each year.
PA/CSCB voting members of all standing committees shall be members
of the Campus Assembly.
All members of Campus Assembly who are required by virtue of their
respective titles to serve on standing committees shall be voting)
members.
Student membership on standing committees shall be for a one-year
term.

1. Awards Committee
A.
Membership
Membership shall include four faculty
representatives and three student representatives. The
media relations representative and service learning director shall be
continuing voting members.
B.
Method of Selection
Faculty members shall be elected by the Campus
Assembly faculty. Student members shall be selected by Student Forum action.
C.
Duties
1. To coordinate all campus
honors and awards to faculty and students.
2. To schedule awards
presentations.

Commencement Committee
A.
Membership
Membership
shall include five elected non-student members, two students, Director of
Facilities Management, Registrar, and a representative from media services
(voting member).
B.
Method of Selection
Non-student
members shall be elected by the non-student voting membership of the
Campus Assembly. The media services representative shall be appointed by
the Director or Media Services. Student
members shall be selected by Student Association action.
C.
Duties
To
plan and implement all arrangements for the day of commencement including:
facilities, invitations and announcements, academic procession,
program, decorations, gowns, news, audio visual arrangements, alumni
contacts, luncheons and receptions.

3. Committee on Access for Persons with Disabilities
A. Membership
Membership
includes the Coordinator of Office for Students with Disabilities, three
faculty representatives, the Director of Residential Life, the Director of
the Academic Assistance Center, the Director of Library Services, the
Director of Human Resources, the Director of Facilities Management, the
Health Services Coordinator, Environmental Health and Safety Technician,
the UMC faculty representative to the University Senate Committee on
Disability Issues, and two students
B. Method of Selection
Faculty members shall be elected by the Campus
Assembly faculty. Student members shall be selected by Student Association
action.
C. Duties
To
insure access to programs, services, and facilities for qualified persons
with disabilities in dialog with the UMC Office for Students with
Disabilities and the UMC Office for
Human Resources.
To
recommend and promote improvements in programs, services, and facilities
in compliance with the Americans with Disabilities Act.
To
recommend, promote, and support activities that serve to enhance retention
of qualified students, faculty, and staff with disabilities, and that
serve to improve the campus climate.

4. Concerts and Lectures Committee
A.
Membership
Membership shall include four non-student
members, four students and the Director of Student Activities.
B.
Method of Selection
Non-student voting members shall be elected by
the non-student voting membership of the Campus Assembly and student members selected by
Student Association action.
C.
Duties
To promote concerts, convocations, and other
cultural activities for the students of the University of Minnesota, Crookston, and the
Crookston community.

5. Constitution and Bylaws Committee
A.
Membership
Membership shall include three non-student
members and two students. The Parliamentarian shall be an ex-officio member.
B.
Method of Selection
Non-student voting members shall be elected by
the non-student voting membership of the Campus Assembly and student members selected by
Student Association action.
C.
Duties
1. To examine the
Constitution and Bylaws for possibilities of change and improvement.
2. To coordinate and put
into final form all proposals or changes in the Constitution and Bylaws
3. To act upon all proposals
for changes in the Constitution and Bylaws and submit them to the Campus Assembly for
action.
4. To insure that corrected
copies of the Constitution and Bylaws are available to all members of the Campus Assembly.

6. Environmental Health, Safety, Energy Management, and Civil
Defense Committee
A.
Membership
Membership
shall include the Director of Facilities Management, the Coordinator of
Student Health Services, the Director of Athletics, the Director of
Dining, the Chief College Security Officer, the Senior Environmental
Health and Safety Technician, one faculty representative, and two
students.
B.
Method of Selection
Faculty members shall be elected by the Campus
Assembly Faculty Student members shall be selected by Student Association action.
C.
Duties
1. To provide the opportunity for free discussion of local
environmental health, safety, and energy management.
2. To make official the assignment of responsibility to correct
deficiencies in the area of environmental health, safety, and energy
management on the campus.
3. To cooperate with various environmental health, safety, civil
defense, and energy management officials in maintaining University and
State standards.
4.
To maintain the Emergency Plan.

7. Intercollegiate Athletic Committee
A.
Membership
Membership
shall include four faculty members, one PA/CSCB voting member of the
Campus Assembly, and
two students.
The Director of Athletics, the Senior Woman's Administrator, and
the Faculty Athletics Representative shall serve on the committee as
non-voting members.
The chairperson of the committee is to be a faculty member who has
completed a term of at least one year.
B.
Method of Selection
Faculty
members shall be elected by the Campus Assembly faculty, the PA/CSCB
voting member shall be elected by the PA/CSCB voting membership of the
Campus Assembly, and student members selected by Student Association
Action.
C.
Duties
To
make recommendations to the Campus Assembly on activities involving the
College's athletic programs as they affect the community, faculty and
Athletic Department.
To advise the athletic department on policies and decisions
regarding the student athletes' well being.

8. Nominations and Elections Committee
A.
Membership
Membership shall include three non-student
members and the parliamentarian (ex-officio).
B.
Method of Selection
1. Non-student voting
members shall be elected by the non-student voting membership of the Campus Assembly.
C.
Duties
To
nominate and administer the election of non-student voting members for
the at-large vacancies in Campus Assembly and the All University Senate
Committees.
1.
By the end of the second week of the fall term, the Nominations
and Elections Committee shall submit to the voting membership of the
Campus Assembly a list of at least one non-student voting member for
each faculty vacancy to be filled in the Campus Assembly.
No member shall be placed on the ballot without that member's
consent.
This list will be mailed to the non-student voting membership of
the Campus Assembly for additional nominations.
2.
The Nominations and Elections Committee shall handle the details
of the election so that each non-student member eligible to vote has a
convenient opportunity to vote and so that no voter can cast more than
one vote. Elections will be completed by the sixth week of the fall
term.
3.
When an at-large non-student vacancy occurs at some time other
than the expiration of a term of office, the Nominations and Elections
Committee shall act to fill the vacancy following the procedures
outlined above one week prior to the Campus Assembly meeting immediately
following the vacancy.
4.
Election to any position or vacancy that occurs shall be done by
plurality vote in those offices with two or less running for a vacancy.
Where the number of nominations exceeded two, the top two vote
getters for any vacancy will have a final runoff election.

9. Student Conduct Committee
A.
Membership
Membership
shall consist of four non-student members, two non-student alternates (to
be selected from committee members who have served in the last four
years), and four students. The Vice Chancellor for Student Affairs
(Conduct Code Coordinator) shall be a continuing non-voting member.
B.
Method of Selection
The
four non-student voting members shall be elected by the non-student voting
membership. The four student members shall be selected by Student
Association action and shall represent students living on campus and
students living off campus.
C.
Duties
1. To define area of
disciplinary action.
2. To determine specific
disciplinary actions in regard to problems brought to the Committee.
3. To maintain an orderly
society on campus.
